Staat roep burgers op om "onwettige" skole aan te meld

'n Tuisskool ma rapporteer die volgende op 19 Desember : "Het vandag by die tolhek 'n Citizen ontvang. In 'n bylaag van vandag se koerant vind ek toe 'n artikel - "Be aware of illegal schools - GDE"  Hier is 'n oproep vir die aanmeld van onwettige skole - hulle vra selfs dat die publiek die polisie sal skakel as hulle vermoed 'n skool is onwettig."

Leendert van Oostrum lewer hierop kommentaar op die tuisonderwys poslys soos volg : "Ons weet reeds geruime tyd dat daar geen waarborg is dat kinders wat “wettige” skole bywoon, enigiets gaan leer nie. Trouens, ons weet uit ruim navorsing dat die meeste van hulle bitter weinig leer. Die bewyse is daar."

"Nou beweer die onderwysdepartement dat kinders in “onwettige” skole ook die gevaar loop om niks of min te leer. Terselfdertyd weet ons uit navorsing oor sogenaamde “low fee private schools” dat kinders in sulke skole wat “onwettig” is, MEER leer as kinders in beide staatskole en “wettige” privaatskole."

"Dit is dus duidelik dat die “wettigheid” al dan nie hoegenaamd geen verband hou met of die kind sy grondwetlike reg op onderwys in ’n bepaalde skool kan uitoefen of nie. Daar is gewoon gee oorsaaklike (“kousale”) verband tussen “wettigheid” en die doelmatigheid van die instellings nie."

"In die lig van Art 36 van die grondwet beteken dit dat die verbod op “onwettige” privaatskole waarskynlik ongrondwetlik kan wees!"
