In practice however, many officials at provincial departments have a limited understanding of home education and often require parents to meet all sorts of requirements that are not stipulated by the law. As a result more than 95% of homeschooling parents do not register with the department. The registration conditions are also inconsistent with the constitution. Parents are advised to start with a personal consultation session to get started.
