Oor die jare het ek daaraan gewoond geraak dat onderwysamptenare vir mens vertel "die wet sê" terwyl daar geen wet is wat sê wat hulle beweer nie. Meesal is dit ander owerheidsdokumente soos beleidsbepalings, prosedurevoorskrifte, of soms selfs 'n stukkie papier wat die amptenaar self opgetrek het, waarvan nie een regtens afdwingbaar is nie....
